The project means by big data a set of information about individuals that does not contain personal data, including information about behavior (behavioral data).
It is supposed to oblige big data processing operators to inform users about the processing of such data with a complete list on the operator’s website or in a mobile application. Prior to processing, it is necessary to obtain the user’s consent in digital form.
When processing large data with a volume of over 100,000 records, it is necessary to notify the federal executive authority (most likely in the future, Roskomnadzor). The request will need to specify: the details of the data processing operator, the purpose of data processing, a list of actions and a description of the big data used in the process, the start date of processing large user data for the purposes of third parties.
The draft law also provides for the creation of a register of operators for processing large user data.
